Individuals with special health care needs are those who have or are at increased risk for a disease, defect or medical condition that may hinder the achievement of normal physical growth and development and who also require health and related services of a type or amount beyond that required by individuals generally. It is estimated that 18 million children in the United States have special health needs and an estimated 5.3 million Americans, a little more than 2% of the U.S. population, currently live with disabilities resulting from traumatic brain injury.

Healthy Families Program Transition to Medi-Cal Strategic Plan (begins Jan. 1, 2013)
The California Department of Managed Health Care (DMHC) launched a new secure, easy-to-use online form to allow Californians to file complaints regarding their health plan more quickly and easily from any computer. The new online form is available in both English and Spanish and enables consumers to request an external review of a health plan's denial of a medical service or treatment. This external review is known as an Independent Medical Review. Previously, health plan enrollees had to submit the required forms and paperwork via mail or fax. There are also online videos explaining their services and the independent medical review process.
