Prevention Resources & Referral Services
About the Prevention Resources and Referral Services (PRRS) program
PRRS is for babies and toddlers at risk of having a developmental delay but who are not eligible for the California Early Start Program. These NO COST services include information, resources and referral, plus peer support and ongoing communication with parents through Exceptional Family Resource Center (EFRC). We will work with you to develop an action plan which defines opportunities to foster healthy development in your child.

Eligibility for PRRS:
Children who are ages birth to 3 years and:
- Meet two established risk criteria for developmental delay,
or
- Are 24-35 months old and have 33%-49% delay in their cognitive, physical, communication, adaptive or social/emotional skills.
Children can be referred by:
- Parents
- San Diego Regional Center
- Pediatricians
- NICU staff
- Other clinical professionals
